Azerbaijan joined the International Convention on Tobacco Control in 2005. The lawmakers learned the experience of other countries, as well as Turkey, which have effective laws in this sphere.
The draft law will be discussed by the members of the parliament, government agencies and public organizations later this month. Guliyev said the draft law barred smoking in indoor areas, educational centers, stations, airports, restaurants and offices. There will be special smoking areas in hotels.
Regarding fines for violation of law, Guliyev said they would make amendments to the Administrative Code. There are preliminary proposals about the fines. The draft law offers to fine the physical persons for AZN 50-100 and legal entities for AZN 500-5000.
Guliyev said Azerbaijan was one of the countries where cigarettes are sold at a low price and added that they were expected to make amendments to the Tax Code to increase tobacco duties as well.
