Higher Attestation Commission under President of Azerbaijan Republic passes decision on facts of plagiarism in dissertations – LIST
It has been found out that most of the dissertations presented for defence are translated from the dissertations and works by scientists from CIS member states, especially Russian Federation, copied and presented to the Council. In most cases the plan, chapters and paragraphs, contents of the dissertations are similar. The only difference in these dissertations is that in the dissertations copied from Russian into Russian or translated into Azerbaijani the applicants make some annexes by writing normative, legal acts of Azerbaijan Republic instead of normative legal acts of Russian Federation. The investigations found out that some employees of scientific, educational institutions, especially the Institute of Philosophy, Sociology and Law of Azerbaijan National Academy of Sciences, research supervisors are not strict enough in the discussions of the dissertations. It has been found out that to get master of laws on “Features of legal regulation of labor of television and radio employees†respondent of the Institute of Philosophy, Sociology and Law of Azerbaijan National Academy of Sciences Aliyeva Esmira Cherkez (research supervisor: Doctor of Laws Mais Aliyev) translated and copied the dissertation defended by Aristova Svetlana Viktorovna in Moscow State University in 2003, to get master of laws on “Right to labour; right of social provision†Aliyev Ahad Hamza (research supervisor: Doctor of Laws Mais Aliyev) translated and copied the dissertation defended by Kirpatenko Vladislav Vladimirovich in Moscow State University of Industry; to get master of laws on the right of labor and social services, respondent Jafarov Mushfig Alekper (research supervisor Mais Aliyev) translated and copied the dissertation defended by Jiltsova Julia Vladimirovna at the Ural State Academy of Laws and submitted it as his own entitled “Legal regulation of migrant laborâ€; Mustafayev Adil Shohrat (research supervisor Mais Aliyev) copied the works defended by Machulskaya Eugenia in Moscow and Fyodorova Maria in St Petersburg entitled as “Social services are the state system to defend the population from the social risksâ€; respondent Safaraliyev Rustam Rasim (research supervisor Ibrahim Ismayilov) copied the work “Legal aspects of investigation the issues of social services†from the works researched by Serebryakova Yelena at the Russian Academy of Sciences Institute of Laws in Moscow; respondent Mahmoudov Emin Vidadi (research supervisor Ibrahim Ismayilov) copied the work “Legal guarantees for labor payment in the market economy†from the researches defended at the different universities of Russian Federation.
According to the decision of the Presidium of the Supreme Attestation Commission, ANAS management was urged to inform the Commission about the measures taken for prevention of such cases. The Commission deprived the respondents using plagiarism from the right to re-defend their works and banned to defend any other works within three years. Doctors of Laws Mais Aliyev and Ibrahim Ismayilov were banned to supervise the research works within five years.
