# 14 December 2011 10:52 (UTC +04:00)
The Code defines the legal framework, the principles of urban planning and construction activities, rights and tasks of state bodies, persons or entities in this area.

Delivering speech at the meeting, a member of the Committee on Economic Policy Vahid Akhmedov said that he was against making such a code. According to his words, town planning and building codes should be separate.

The deputy head of department of administrative and military legislation of the Azerbaijani Parliament Sayyad Karimov noted that the project consisted of 3 parts. To him, the document reflects issues such as prevention of persons residing in the territory where it is planned to begin construction work on these papers and others.

In his speech he noted that today there are hundreds of buildings in Azerbaijan, which have not been taken into operation: “Despite this, people live in these buildings. Therefore, there is a need to regulate the laws of such issues”.

After the discussions, the draft has been recommended for plenary meeting of the parliament for the first reading.
