Poland offers to apply European standards in customs of Eastern Partnership Countries

The Polish Customs Service (CS) is actively involved in efforts to promote one of the main priorities of the Polish Presidency, i.e. the Eastern Partnership. ‘The Polish Customs Service is an active participant in the Eastern Partnership and wants to stimulate the input of other countries,’ commented CS HeadKapica. The Eastern Partnership is incorporated in the Action Strategy of the Polish Customs Service as a strategic initiative. The CS encourages the customs authorities of Ukraine, Belarus, Moldova, Azerbaijan, Georgia and Armenia to introduce Polish and European standards in their work. Poland also wants the European Union to adopt Action Plans in the customs sphere for the Eastern Partnership countries (under the Polish Presidency such Action Plans have been prepared for Ukraine, Moldova and Belarus; work is under way on plans for the remaining EaPcountries).

The seminar will be the most important event of the Polish Presidency organised by the Polish Customs Service. The meeting will bring to Kraków customs heads from EU Member States and Eastern countries, the EU Commissioner for Taxation and Customs Union, the Secretary General of the World Customs Organisationand the head and deputy head of the EU Border Assistance Mission to Ukraine and Moldova (EUBAM). During the seminar EU and EaP countries will make joint presentations: Great Britain and Ukraine will review risk-management measures, Denmark, Finland and Georgiawill focus on customs controls, while Belarus, Poland and Hungary consider the development of measures relating to the AEO (Authorized Economic Operator).

The seminar will serve as a vehicle for sharing experience and best practices. The participants will also adopt a final document designed to boost cooperation and help draft a plan of action to harmonise customs regulations and practices between the EU,EaP countries and other countries covered by the European Eastern Neighbourhood programme.
