Human Rights defender to appeal to minister concerning monitoring conducted in temporary detention facilities

Baku. Mahbuba Gasimbayli â€“ APA. Chief of Azerbaijani Committee against Torture Elchin Behbudov will appeal to Interior Minister Ramil Usubov in connection with the results of the monitoring conducted in temporary detention facilities of police offices in Gabala, Oghuz, Shaki, Gakh, Zagatala, Balaken, Imishli, Beylegan, Sabirabad and Goranboy regions.

The Committee chief told APA that no serious irregularities had been observed during the monitoring, no one had appealed to him concerning facts of torture.
â€œOnly the persons held in the detention facility of Gakh Region Police Office said their rights had not been explained to them. I brought it to the notice of the facility administrationâ€ he said.

The Human Rights defender said he had also investigated the death of Goranboy Region resident Mahammad Rahimov in the police department of Dalimammadli settlement.
â€œThe department said the person had died in 25-30 meters away from the police department, he had not faced torture. They also said that the region Prosecutorâ€™s Office was investigating the fact,â€ he said.
