Ombudsperson addresses General Prosecutor on suicide in Lankaran police office

Apprehended person Aliyev Rustam Nabi, 46 committed a suicide hanging himself in the cell of police office on July 2, 2009. He was charged under article 234 (illegal manufacturing, purchase, storage, transportation, transfer or selling of narcotics, psychotropic substances) of the Penal Code of Azerbaijan.

Ombudspersonâ€™s representatives met with Aliyevâ€™s relatives. His brother Ilham Nabi Aliyev and his wife Nazli Aliyeva said that he was under pressure in the police department to acknowledge his guilt.

The Ombudspersonâ€™s representatives inspected the cell where he was detained. Lankaran police officials said that Rustam Aliyev didnâ€™t face with any pressure and torture. The prosecutorâ€™s office of the Lankaran Region conducts investigation on the fact.

The Ombudspersonâ€™s representatives also met with the local prosecutor and investigator. They also said that criminal case was launched and the fact is under the investigation. His body was sent to the forensic examination.

Inmates told the Ombudspersonâ€™s representatives that when they woke up they saw Rustam Aliyev hanging from the bar.

The Human Rights Commissioner addressed the General Prosecutor to provide comprehensive investigation and to punish police officers if there was violation of law in their actions.
