Azerbaijani Prosecutor Generalâ€™s Office confirms APAâ€™s information about arrest of chief of Goranboy region Education Department and other persons

Press service of Prosecutor Generalâ€™s Office issued an official statement about it. Press service of Prosecutor Generalâ€™s Office told APA that Department to Combat Corruption under Azerbaijani Prosecutor General investigated the complaints of a group of parents, who said they had been demanded bribe for the final examinations in the secondary school. Criminal case has been launched on the fact on Articles 308.1 (abuse of power) and 311.1 (taking bribes) of the Criminal Code.

The investigations proved that chief of Goranboy region Education Department Elmar Aliyev set a corruption network together with methodologist of the department Faig Dosiyev and directors of secondary schools of the region and took a great amount of bribes for giving high points in the centralized examination of the 11th form pupils and certificates of secondary education.

The investigation also found out that Elmar Aliyev gave instructions to Faig Dosiyev to collect AZN 100 or more from the 11th form pupils for giving high points to them in the final examinations and certificates of secondary education. Dosiyev collected AZN 1700 from 21 pupils of the 11th form through director of Sefikurd secondary school Jamaladdin Nasibov, AZN 800 from 8 pupils of the 11th form through director of Agamalioglu village secondary school Ilgar Aliyev, AZN 1700 from 17 pupils of the 11th form through director of Goranboy secondary school #1 Khasay Gasimov, AZN 3350 from 23 pupils of the 11th form through director of Dalimammadli secondary school Rovshan Abbasov. Generally, directors of most secondary schools of Goranboy colleted a great sum of money from the pupils or their parents and gave to Faig Dosiyev. Dosiyev handed the money to Elmar Aliyev.

Lists of pupils of 9-11th classes and amount of money they paid, amount of money collected from the schools, number of schools and code of the pupils participated in the centralized graduation examination, 44 filled and 27 empty school-leaving certificates for 1996-2002 and secondary-level education diplomas were found during a search in Elmar Aliyevâ€™s house and office. Large amount of money was found in his house and in the safe of his office.

Faig Dosiyev and other school principals submitted to the investigators the lists confirmed the fact of collection of money from the schoolchildren.

Jamaladdin Nasibov, Ilgar Aliyev, Khasay Gasimov and Rovshan Abbasov and a group of persons involving in a crime will face with charges for recurrent bribery and Elmar Aliyev and Faig Dosiyev will face with charges for recurrent and large-amount bribery. Elmar Aliyev, Jamaladdin Nasibov and Ilgar Aliyev were arrested by the court decision and other pre-trial restriction measures were taken against Khasay Gasimov, Rovshan Abbasov and Faig Dosiyev.

The investigative operational measures are continued to find out details of the crime.
