Ombudsman: 200,000 people missing in Russian-occupied Ukrainian territories

“We are unable to obtain official information regarding missing persons,” said Dmytro Lubinets, Commissioner for Human Rights (Ombudsman) of the Verkhovna Rada of Ukraine, during the international conference on “Uniting efforts and enhancing cooperation to resolve the issue of missing persons” held in Baku, APA reports.

“According to unofficial information, 200,000 people have gone missing in the territories of Ukraine occupied by Russia,” he noted.

The Ombudsman stated that 6,235 Ukrainians have been returned: “Among those returned, 372 are civilians who were considered missing.”

Additionally, Dmytro Lubinets emphasized that more than 18,000 appeals from family members of missing persons were received by the Ukrainian Ombudsman’s Office in 2024, and 15,000 appeals in 2025.

The Ombudsman proposed the establishment of a working group involving forensic experts from Ukraine and Azerbaijan to address the issue of missing persons.
