"In some cases, a peace agreement signed between a number of countries remains only on paper, but the situation with the South Caucasus is different. We have real peace. Military clashes or escalation between Armenia and Azerbaijan are no longer on the agenda," said Hikmat Hajiyev, Assistant to the President of the Republic of Azerbaijan - Head of the Foreign Policy Department of the Presidential Administration, in an interview with the German publication Berliner Zeitung, APA reports.
However, he noted that there are differences in the views of both countries on certain issues: “Some disagreements still exist, but this is completely normal. Diplomacy and dialogue are precisely for that purpose.”
Hikmat Hajiyev also noted that there is a significant degree of agreement between the parties regarding the text of the peace agreement. At the same time, he also touched upon the territorial claims against Azerbaijan in the Constitution of Armenia: “We are ready for peace and prosperity of the region as a whole. This is already a very positive development. The text of the peace agreement prepared by official Baku and presented to the Armenian side has been largely agreed upon. However, there are some issues that need to be clarified. There are territorial claims against Azerbaijan in the Constitution of the Republic of Armenia. Any Constitution becomes an internal affair of a country when it does not mention another state or a specific region of it.”
The presidential aide also stated that Azerbaijan wants the Armenian people to put an end to all territorial claims through constitutional amendments: “We want to sign a peace agreement not only with the Armenian government, but also with the Armenian people. We want the Armenian people to end all territorial claims against Azerbaijan through appropriate amendments to the Constitution. After this step is taken, there will be no obstacles on our way to peace.”
Hikmat Hajiyev considered it necessary to abolish the OSCE Minsk Group: “The OSCE Minsk Group should be consigned to the archives of history. It was a diplomatic fiasco and a complete bankruptcy. For 30 years, the Minsk Group has carried out this unsuccessful mission without any real prospects for resolving the conflict. We are very close to peace, in any case, there is peace in our territories.”
