President of the CE Congress of Local and Regional Authorities urges Azerbaijan to present amendments to the Constitution to Venice Commission

CE Office in Azerbaijan told APA that Mr. Micallef stated that organization was concerned about possible contradiction between amendments envisaging the governmentâ€™s control over the activities of local self -government including municipalities and European Charter of Local Self-Government ratified by the Azerbaijani Government in 2002.
Mr. Micallef mentioned Azerbaijanâ€™s commitments undertaken regarding amendments while joining the Council of Europe in 2001, taking into account of recommendations of the Congress on regulation of power of local authorities to give responsibility and independence to them.
â€œI urge Azerbaijani Government to submit these amendments to the Venice Commission for consideration of experts before referendumâ€, he said.
Ian Micallef works instead of Yavuz Mildon, because the President of the Chamber of Local Authorities of the Congress of Local and Regional Authorities of the Council of Europe (CLRAE) has health problem.
