Huseynov reminded the recent regular talks about the necessity of reforms in the Council of Europe: “Probably the most important and prior reform is the sincerity and decisiveness of the Council and it has to concretize relation between its statements and work. Armenia, which is a PACE member, is regularly raising territorial claims against at least three members of this organization – Azerbaijan, Turkey and Georgia. It occupied 20 percent of the Azerbaijani territories and uses these territories, which remain out of the international control, for terrorist camps, drug plantation and transit. This country is systematically violating the human rights. The Council of Europe knows that, but doesn’t punish Armenia. Why? It will be correct to begin the reforms in the Council of Europe with the solution of these sensitive issues, won’t it be?”

The Secretary General said the Council of Europe was concerned about the problems of unresolved military conflicts, including Nagorno Karabakh conflict. “The OSCE Minsk Group is working for the diplomatic solution of this problem, but the Council of Europe also has great duties toward this because human rights problem is a priority of the Council of Europe. We have to do much work for prevention of any violation of human rights and to take necessary measures”.
