I think there is a need for public discussion before discussion at parliament,” said Ali Huseynov, Chair of the Azerbaijani parliament commission for law and government affairs.
He added that Azerbaijan has taken upon itself vis-à-vis the Council of Europe to pass the bill.
“Passage of this bill will not obstruct military capacity and liberation of the territories occupied by Armenia. Some people don’t understand what alternative service, freedom of conscience is but speak loudly. Their opinion is based on emotions not law,” he added.
He also noted that Azerbaijan also intends to establish administrative courts.
“We will be able to create administrative courts after Administrative Proceedings Code is enacted,” he added.
He also noted that the country’s Electoral Code will be discussed between the Council of Europe and local experts.
“As to the election commission, I think the current format of forming election commission is normal,” he concluded. /APA/
