PACE bureau rejects list of candidates to judgeship to European Court of Human Rights

He said that the reason of the rejection is that the candidates’ potential is not equal. He said according to the rules of the subcommittee, the persons nominated to the European Court of Human Rights are to have equal practice, knowledge and skills.
“These rules are applied for holding just elections. In the issue concerning Azerbaijan the principle of equal potential was violated,” he said.
Official Baku nominated three men – 51-year old Khanlar Hajiyev, who has been representing Azerbaijan in the court since 2003, 43-year old Zakir Guliyev, judge of the Supreme Court and 32-year old Saadat Novruzova, advisor of President’s Office department of human rights protection.
Azerbaijan should submit new list of candidates according to the procedures of subcommittee with the decision of the bureau of the PACE. In this case judge election can defer to the PACE January session. Khanlar Hajiyev will full duties of the judge from Azerbaijan within this period. Khanlar Hajiyev was elected a judge to the European Court for Human Rights on October 4,2003 and despite the fact that his tenure expires on October 31 it was lingered till January 2008./ APA/
