Bahram Khalilov: Employment to state service should be carried out in centralized way

Khalilov informing the club members on the activity of the commission stated the receiving of applications on the competition for vacancies in the State Service continues, exams were conducted for vacancies in 15 state bodies on April 28, and successful candidates participated in interview in the second round.
The Commissionâ€™s chairman said employment to every state body, including to law-enforcement bodies should be carried out in centralized way.
Khalilov drawing attention to carrying out admission to state service transparently said attestation of state employees will be held in accordance with the law on state service. He also underlined that attestation should not be regarded as punishment. It is for the purpose of revealing weakest sides of the staff and ensuring progress in position.
Mr.Khalilov said after â€œethic behavior codex of state employeeâ€ is adopted in the parliament, every state body should define its standards and the citizens should know how state servicemen should behave to them. After the above-said document is adopted, the commission will adopt proper normative acts.
Mr.Khalilov said that exams for employment in State Service should be a different process, subjective factors should be taken aside and it should be of a specific character.
The Chairman of the Commission said that qualification process will start in summer months, it will be possible to establish the system by the end of the year and start work. /APA/
