Baku-APA. A total of 15 leaders of the Arab League(AL) member states gathered here in an extraordinary summit on Saturday to discuss the AL reform, Arab neighborhood policies and other key regional issues, APA reports quoting Xinhua News Agency.

The meeting, hosted by Libyan leader Muammar Gaddafi, is expected to focus on Yemen and Libya’s initiative on the restructure of the 22-nation pan-Arab body, namely "joint Arab action mechanism," and regional issues including situation in Iraq, Sudanese peace process and Palestinian-Israeli talks.

Ghaddafi, in his opening speech, said the summit will review the restructure of AL, which has been discussed by several Arab nations during a meeting in Tripoli in June.

Egyptian President Hosni Mubarack, who attended the summit, noted that the development of the joint action required a "step-by- step" strategy, and the new joint action system should not sever the past experience.

AL Secretary General Amr Moussa’s said that it is the first time that the AL held two summits in one year, and the biannual summit will be regular for the AL in the future.

The Arab foreign ministers earlier on Saturday held the final discussing session chaired by Qatari Prime Minister and Foreign Minister Sheikh Hamad bin Jasim, after which Deputy Secretary General of AL Ahmad Bin Helli told Xinhua that the Arab leaders are likely to endorse the establishment of an Arab neighborhood alliance.
