First High-Level Dialogue of Baku Climate and Peace Action Center held at COP30

Yesterday, within the framework of COP30, the Annual High-Level Dialogue of the Baku Climate and Peace Action Center (Baku Center) — the leading initiative of COP29 — was held, jointly organized by the Green Climate Fund (GCF) and the International Organization for Migration (IOM), APA reports.

The event was attended by ministers from countries that are parties to the UN Framework Convention on Climate Change (UNFCCC), high-level government representatives, UN agencies, and representatives of international financial institutions.

The main goal of the meeting was to further advance the global agenda on climate change and peace.

“The Baku Call for Climate Action for Peace, Relief, and Recovery”

Speaking at the opening of the event, COP29 President Mukhtar Babayev noted that the Baku Center, established during COP29, has laid the foundation for a new stage of cooperation between climate action, peace, and stability.

Speaking with presentation of the Center, Ambassador-at-Large of the Ministry of Foreign Affairs Elshad Iskandarov stated that the Baku Center has already started implementing pilot projects based on innovative models in countries suffering from climate impacts and conflicts.

The speaker evaluated the assignment of this mission to the Baku Center, a COP29 initiative, as an example of international partners’ confidence in Azerbaijan’s reliable foreign policy and climate diplomacy.

Speaking at the event, Executive Director of the Green Climate Fund, Ms. Mafalda Duarte, expressed her full support for the Baku Center and noted that this initiative has become an important international mechanism for linking climate finance with peace and resilience outcomes, as well as for increasing assistance to vulnerable countries.

Delivering a speech in this regard, Deputy Minister of Foreign Affairs of Azerbaijan, Yalchin Rafiyev, stated that he hopes the Center will play a significant role in the implementation of another important initiative of our country — the “Roadmap from Baku to Belém.”

At the event, Memorandums of Understanding on cooperation were signed between the Baku Center and the Ministry of Environment, Biodiversity and Climate Action of Guinea-Bissau, as well as the Ministry of Environment, Climate and Natural Resources of The Gambia, regarding the establishment of Joint Working Groups for the first pilot projects.

Speaking before the signing ceremony, the ministers of climate of The Gambia and Fiji, as well as high-level government representatives from Guinea-Bissau, Iraq, and Malawi, emphasized that the Baku Center has, in a short time, become an important global cooperation platform. They expressed their gratitude to the Government of Azerbaijan and the COP29 Presidency for their leadership in advancing international peace and for the continued support extended to vulnerable countries.

At the end of the event, the Belem Communiqué of the Baku Center’s High-Level Dialogue was adopted.
