Azerbaijan's state policy in field of intellectual property was cited as an example

The 2nd International Conference “Science for Russian Public Administration” was held at the Academy of National Economy and Public Administration under the President of Russia in Moscow.

APA reports that the conference included reports on the role of intellectual property in public administration in the Eurasian space, and the state policy of the Republic of Azerbaijan in the field of intellectual property was particularly exemplified.

Speaking at the event, Honored Lawyer of the Russian Federation, First Class State Counselor, former Head of the Federal Service for Intellectual Property of the Russian Federation (Rospatent), currently President of the Eurasian Patent Office, Grigory Ivliyev, emphasized the importance of establishing a single executive body that would combine the management functions of copyright and related rights, as well as industrial property rights, formulate state policy in the field of intellectual property, and prepare the necessary measures.

Ivliyev noted that there is no such single body in Russia, and recommended using the successful experience of the Republic of Azerbaijan in this area.

In his report entitled “Regional Regulation of Intellectual Property Issues in the Eurasian Space”, he cited the Republic of Azerbaijan as an example and spoke about the successful management experience of the Intellectual Property Agency established in Azerbaijan in 2018 in all areas of intellectual property.

Grigory Ivliyev, referring to the article “On the Formation and Activities of the Modern Intellectual Property Agency” by Kamran Imanov, Chairman of the Board of the Intellectual Property Agency of the Republic of Azerbaijan, published in the prestigious international journal “Промышленная собственность” (“Industrial Property”), said that within the framework of large-scale institutional reforms implemented by the President of Azerbaijan Ilham Aliyev, the Azerbaijan Intellectual Property Agency was established as a result of the merger of the Patent Center under the State Committee for Standardization, Metrology and Patent, which was abolished in 2018, and the Copyright Agency, in order to increase the efficiency of intellectual property activities and include them in the innovation process. Thus, a single institution was established to manage both branches of intellectual property, which, by the decree of the President of the Republic of Azerbaijan, received an independent status equal to the executive authorities.

“According to the experience of Azerbaijani state policy, when creating an intellectual property management system, it is important to take into account the modern understanding of intellectual property, which includes economic and socio-cultural aspects, along with the traditional legal understanding, and here the need to concentrate industrial property and copyright under a single umbrella is clearly visible,” Ivliyev noted.

Referring to statistics, the speaker said that currently in 98 countries intellectual property offices operate under a single institution: “In 37 of these countries, intellectual property offices are not included in other institutions with a higher status and are not subordinate to them. Azerbaijan occupies a special place among the 37 developed countries. This successful experience stems from the fact that, within the framework of the reforms implemented by President Ilham Aliyev, the intellectual property system in Azerbaijan performs not only legal functions, but also economic, socio-cultural functions.”

The event was attended by Deputy Prime Minister of Russia Dmitry Chernyshenko, Rector of the Academy of National Economy and Public Administration under the President of Russia Alexei Komissarov, Director General of the Presidential Library of the Executive Office of the President of Russia Yuri Nosov, and others.
