The minister said the floods were caused by intensive snowfall in the mountains.

The minister said that there were some speculations about the floods. “The floods are caused by rain- and snowfall. The effect of ice water should be taken into consideration until the end of May. The miry estuary of Kur River is not only cause of floods. The cleaning of mud can ease the work, but it can not solve the problem completely”.

The minister said Kur River changed its bed for several times in the history. “The river floods every 100-150 years and changes its bed. It should be taken into consideration. Probably we have not to squeeze Kur surrounding it with the dams. The dams should be constructed in the strategic places and residential areas. Probably we have to allow Kur to flood. The people shouldn’t be allowed to build houses in those areas to return the process into its natural bed”.
