Ilgar Ibrahimli, Press and Information Officer of the Council of Europe office in Azerbaijan told APA how the procedure is carried out. He said that the government submits the list of three candidates to CE Committee of Ministers and the committee chooses one of them. The representative is elected for four years.
According to the 3rd clause of the 5th article of the convention of European Anti-Torture Committee, the representative can be elected for the second time. The number of the committee members is to coincide with the members of Council of Europe – 47. The committee has over 40 members now. It means that there are vacancies in the committee.
Members of European Anti-Torture Committee do not represent the countries they come from, they are independent experts.
Latif Huseynov has represented Azerbaijan in European Anti-Torture Committee up to now.
Head of Azerbaijani delegation to the Council of Europe Parliamentary Assembly (PACE) Samad Seyidov told APA that several men are nominated for the membership of European Anti-Torture Committee, and parliament and the delegation discuss these candidates.
“Azerbaijan has submitted necessary documents. The member will be elected at the meeting of the Committee of Ministers,” he said.
Samad Seyidov also noted that this procedure coincides with the choice procedure carried out in the European Court.
Diplomatic sources told APA that present representative Latif Huseynov is also among the candidates for membership to European Anti-Torture Committee. /APA/
