Council of Europe Commissioner Hammarberg visits Azerbaijan

He will meet the country’s political leaders, several ministers and parliamentarians, the ombudsman as well as leading human rights experts from civil society.
The aim of the visit is to take stock of the Azerbaijani authorities’ compliance with their obligations towards the Council of Europe, on a broad range of human rights related issues, including the independence and functioning of the judiciary, conditions of detentions, prohibition of torture and ill-treatment, freedom of expression and treatment of internally displaced people (IDPs) as a result of the Nagorno Karabakh conflict. The agenda will also focus on children’s rights, violence against women, disability issues, and discrimination.
In addition to Baku, Commissioner Hammarberg will also travel to Ganja and Sumgait. Throughout the visit, he will assess human rights conditions in various police stations, detention centres, shelters for IDPs as well as psychiatric institutions.
His final report on Azerbaijan is expected to be presented towards the end of the year./APA/
