Gudrat Hasanguliyev: We propose party winning parliamentary elections to be given authority to form government

He publicized several details of the draft. He said that if UAPFPâ€™s proposals are adopted, political partiesâ€™ role in public administration will increase as well as it will speed up democratic reforms.
â€œPresidential and parliamentary government will be established in the country due to amendments we propose. We propose party that will win parliamentary elections to be given authority to form a government. If the party is not able to form it within the period intended in the law, the authority passes to the party which occupied the second place. If the second party fails to form a government, the President can dissolve Parliament and announce new elections. This system provides participation of political parties in public administration. Our current Constitution does not allow this. A party wins majority of the vote for many years, elected president forms the government and leave other parties in opposition. We propose that when parliament forms the government, votes are distributed, which provides forming coalition government,â€ Gudret Hasanguliyev said.
Mr.Hasanguliyev said they also propose raising the number of parliament members to 150 from 125. The project made by the partyâ€™s working group will be submitted to the parliamentâ€™s standing commission for state building and legal policy in September, this year.
â€œThe Commission might appear not to recommend to the parliamentâ€™s agenda. But I think the authorities are to get acquainted with this proposal,â€ the parliamentarian said.
He also said the proposal will be discussed with the opposition parties in the parliament.
â€œThe project will be put to public discussion. I think no one should be jealous as it is for the benefit of the society,â€ he added.
Mr,Hasanguliyev added that the package of proposals will be made public through media on 2 September. /APA/
