4471 missing persons related to Nagorno Karabakh conflict registered in state commission
As per July 1 data 4471 missing persons are registered in the state commission. The commission determined that 87 of them are alive and held captive in the territories captured by Armenian armed forces. Azerbaijani soldier Eldaniz Nuriyev captured by Armenian servicemen in Fuzuli region on December 31, 2006 was released by the mediation of International Committee of the Red Cross (ICRC) on January 16, 2007.
As per July 1 data, 1391 have been registered in the state commission as prisoners of war and released hostages.
The commission sent query to various state agencies and international organizations about 288 men. The responses to the queries about 244 men were analyzed.
76 queries from different state agencies and international organizations about missing persons and released hostages were granted. The appeals of 18 missing persons’ parents to the government and to other state bodies were considered, the raised issues were investigated and the activities carried out in this field were reported. The relations of 65 missing persons were included in the working group and they were informed of the activities carried out by the commission. Testimonies of 117 released people were analyzed, facts on torture, murder, vandalism and other reports were included in the data.
According to the queries of the investigation group of Azerbaijan Military Prosecutor, all the materials on missing persons de-registered in 2006, assassinated captives, killed hostages and the list of Azerbaijani captives and hostages released in 2004-2007 years along with copies of 478- page testimonies by 200 people released were sent to the committee.
About 15 meeting have been held with International Committee for the Red Cross, talks were held in order to eliminate the difference in the lists of missing persons, release Azerbaijani soldiers.
Chairman of state committee Eldar Mahmudov met with the head of iCRC office in Baku Martin Amasheri on April 17, 2007.
Mr.Mahmudov underlined that Azerbaijani government keeps on the focus of attention fate of captives and hostages adding that Armenian officials spread groundless information as if Samir Mammadov did not want to return to Azerbaijan in defiance of international humanitarian legal norms.
The project of “Frame Deal†on the gathering and centrally-planed management of Ante Mortem information on missing persons in Nagorno Karabakh conflict was submitted for final discussions.
The list including the names of 812 Azerbaijani citizens registered as missing persons but not registered in ICRD and de-registered persons was sent to the ICRD.
