NGOs not to depend on the state by receiving grant, Ali Hasanov says

The conception shows the spheres on which the NGOs will be allocated grant projectsâ€ head of socio-political affairs department of Presidentâ€™s office Ali Hasanov told the APA.
Mr.Hasanov underlined that activity plans on relations between the NGOs and state organizations left out from state control within the framework of grant projects will be presented:Â» Another issue is to increase state care to NGOs and establish joint cooperation fields in the establishing of civil society. The adoption of this conception will serve to support NGOs in Azerbaijan, stimulate their activity and deep NGO movementâ€ said Mr.Hasanov
He said that now NGOs are awarded guarantee projects by donor organizations, funds and international organizations.
â€œThe matter is that the government will announce a project. Any NGO will present its project to the competition. A related body will consider these issues. The NGO prepared the project meeting the demands will be granted. There will be no intervention in NGOsâ€™ activity. They will be able to continue their activity,â€ he said.
Ali Hasanov said that they are working on the status of the body planned to be established regarding NGOs.
â€œThis body will be commissioned with announcing grant projects to NGOs, gathering the projects and holding competition, announcing the results of the competition, managing NGO fund etc.â€ he said.
The department chief also added though NGOs are not divided in the law, according to the public opinion some of them have their own image.
â€œUnfortunately, some of these opinions are grounded. Some NGOs do not act in line with their rules, but operate as subsidiary organizations to political parties. Anyway the body will determine conformation of the presented projects to NGOs activity and of their activities to the rules. The NGO that will implement the project best will receive the grant,â€ he said. /APA/
