“I am the very Maharram Aliyevâ€
- I offered my resignation yesterday. I have been working in Interior Ministry bodies since 1973 and chief of Baku Main Police Department since November 6, 1993. I honorably served Azerbaijani people and the state. I take pride in serving our President Ilham Aliyev. I have been holding this post for 13 years. There are some causes of my resignation. If the president offers me a post I will unconditionally serve the people, state and President. I am the only person worked in this post for so long. No one held this post more than 10 years. I resigned with the President’s consent. I had a lot of problems during these years. 1994-1996 were especially hard. I met today with the staff. I always tried to appreciate everybody for his merits. I am very happy that we achieved establishing stability. I have always been devoted to the President. The government always appreciated my merits. I support this policy, it has no alternative. Heydar Aliyev’s policy is the best way for the people’s future. I express my gratitude to Ilham Aliyev for everything.
- You noted you have been working in law-enforcement bodies for over 30 years. What is the difficulty in being police?
- I worked in Moscow for 10 years. I was promoted from a policeman to investigator. I learned much there. I returned to Azerbaijan 1982 and worked in different posts. I was promoted from Sabayel district police chief to Baku Main Police Department. 13 years have passed since then. There were problems in uncovering grave crimes. I do not want to mention everything, but I should say that though it was hard, all those grave crimes have been criticized. Of course, excluding several issues… I can say as an experienced police official that the crime never remains without punishment. Criminal is criticized. The crimes which remained closed for a long time are criticized at the end. I can not say that all these were easy for me. I can say that I worked at very hard momentums. It also has several causes. I do not want to speak about those causes at present. Time solves everything. Diversions were committed against me for years, but I removed everything. I never signed anything illegally. I hated betrayal and those who carried out double policy. The man should have only one face. The person who is occupying post should serve his nation and President. I achieved it. I can say again that I proved trust in me. And stepping down is not tragedy for me.
- What was the dangerous crime during your term of office?
- The gravest crime was kidnapping within these years. Attempts to coup d’etat and attempts on the then Azerbaijani President Heydar Aliyev’s life in 1993-94 and 1995 have been uncovered. But I could never forget faithlessness of my colleague. Can person betray his colleague? Kidnapping was the gravest crime within these years. I can not forget it. I will also never forget the measures we took for revealing crimes.
- What reforms should be carried out in police system?
- Of course, there is need for such reform. Several amendments should be done. There issues that do not meet the demands of the day realities. Measures will be probably taken. Reductions should be done in several fields, staff in several fields should be increased.
- Are you satisfied with today-image of Azerbaijani police?
- If the above-said incident did not occur, I could say it satisfies me. But I should say that the police are suffering most of all. A lot of police officials died in the war.
- What was your profit within these years?
- I was faithful to my post and I consider it an honour. I never betrayed anything. This is profit and happiness for me. Both Heydar Aliyev and Ilham Aliyev respected me. I have my own image. I proved trust in me.
- How is the current criminogenic situation in Baku?
- Baku is one of the most stable cities in the world. Murder cases in early 1990s were 180-190. Now it reduced to 70-80.
- How do you feel after the resignation?
- I have held a post for a long time, now I have no post. But I am the very Maharram Aliyev. I have two children and five grandchildren. I am happy with my family.
- Who can be your successor?
- This is a bit complicated problem. I can not answer this question as this is not in my competence. There are many persons who can succeed me. They will possibly work better than me. I think that a worthy man should be appointed to the post.
- What was the hardest point of the resignation?
- It is always difficult for me to part with the staff. The only problem is connected with this. I am grateful to my staff. I will miss them. /APA/
