President’s Office organizes meeting of municipality heads
“Justice Ministry implements several projects regarding the municipalities. About 120 local and international conferences, as well as trainings have been organized for the municipalities up to now. 1,100 officers of municipalities were involved in these trainings in the first half of the year,†he said.
Fikret Mammadov said administrative punishments were instituted on the heads of 300 municipalities because of the shortcomings.
The minister noted that facts on drawing up municipality reports increased by 1.5 times last year. The materials have been sent to General Prosecutor’s Office and criminal case launched on the cases. Fikret Mammadov also underlined that some municipalities give orders on their own.
Parliament’s commission chief Arif Rahimzade said funds should be allocated for the municipalities by the state budget and the municipalities will be able to increase their budgets.
“The municipalities collected AZM4.9mln. lands taxes in 2005 and AZM5.1mln. last year. Some municipalities have no extra lands, they appealed to Land Committee for this. These lands have not been given to them for renting or selling. State budget should allot grant for municipalities. If the municipalities have no finance it means that they do not operate,†he said.
Rahimzadeh saying that only 30% of municipality members of the country are educated stressed the necessity of establishing stable corpse. Commission chief said that Azerbaijani Parliament is preparing draft on municipalities and stable activity of municipalities will be reflected in this law.
“Though the draft on giving extra authorities to municipalities is being prepared, special state program will be established for carrying out them and authorities regarding the activity of municipalities will be given to them. 638 out of 2,735 municipalities in the country received land documents. Problem will be in this case. No one wants to solve this problem. Justice Ministry should solve this problem,†he said.
Head of President’s Office Ramiz Mehdiyev stated that municipalities have taken useful measures and developed within past years.
“The municipalities should be enlightened. Municipality system has not yet been completely established in the country. Training plan and methodic should be prepared for the establishment of staff system. Theoretical and practical courses should be organized for the complete formation of municipality system, seminars should be carried out,†he said.
The chiefs of Sumgayit, Nakhchivan, Shaki, Ali Bayramli municipalities presented a report in the event and gave information about taken measures. /APA/
