“Special representative on political prisoners in Azerbaijan can be appointed, but this issue is not certain,†Council of Europe Secretary General Terry Davis told APA’s correspondent. He said that he last debated on the issue on political prisoners with Azerbaijani delegation during the session of the Council of Europe Parliamentary Assembly (PACE) in April.
