Education Ministry issues official statement to stop activity of Azerbaijan International University

According to the order, Azerbaijan International University was registered in the Justice Ministry on October 17, 1997, in 1998 the first license was given to the university under the Education Ministryâ€™s order #48-11-4058/16. The university received a six-year license in 1999 and a five-year license in 2005.

As the term of the license of Azerbaijan International University expired on July 8, expert group was set up to review the issue and investigate the state of teaching process at the university. The expert group familiarized with the material-technical basis of the higher school, analyzed the documents submitted by the university administration and related departments of the Education Ministry. The investigation found out that though compared with 2005 some activities were carried out to improve the material-technical basis of Azerbaijan International University, the requirements of the normative documents were not observed in the teaching process, serious shortcomings were made. The report prepared by the expert group was discussed at the meeting of the License Commission of the Education Ministry.

It was noted at the meeting that opportunities of the Academic Council of the university, as a supreme board institution, were not used, many schools of the university worked contradictory to the existing rules, lack of educational laboratories equipped with necessary technical means, wrong activity of the departments, violation of training load share, lectures by the professors who have no scientific degrees, violation of normative documents during elaboration of education programs, lack of academic hours in education of some subjects, absence of students, violation of disciplinary, falsification of the professorsâ€™ signatures, formal assessment of the students knowledge, serious problems in the formation of student community, organizing of the groups and units, serious violations in the transfer of students, falsification of transfer documents, violation of documentation mechanism during the diploma delivery, organizing the Moscow branch of the university contradictory to the existing normative documents.

Taking into account the abovementioned shortcomings the License Commission unanimously passed a decision not to extend the term of the license #003283 given by the Education Ministry to Azerbaijan International University. Within ten days the university administration is to prepare data about the persons, who had studied at the university, finished studying by September 1 and submit to the Education Ministry.

The heads of the related departments of the Education Ministry are to prepare proposals concerning the education of the persons, who have entered the university this year, are studying at present or suspended their education for some reasons.
