Mahmud Karimov: “Application of new attestation rules will lead to staff reductions in ANAS†- INTERVIEW
-In connection with the implementation of the “National strategy on the development of scienceâ€, we have established the Council for Organizing and Coordinating Science in the Republic. The Council has already started functioning. They study the state of science in various spheres, conduct monitoring and give various proposals. Proposals on improving science infrastructure will be prepared and submitted to the Presidium. Measures will be taken after the proposals are discussed and adopted. There should be a normative basis to improve social position of scientists, to realize their attestation. Lawyers and scientists are preparing documents in this field.
-New rules are being prepared for the attestation of scientists. How will these rules differ from the previous ones?
-According to the current document, attestation only envisages replacement of the posts of the scientific workers. Their dismissal is impossible. The new attestation rules will cover these items. The new rules will make it available to efficiently use scientific personnel, promote good workers, dismiss those who do not work. The new attestation rules will be applied after they are adopted. It will be possible in autumn.
-What measures will be taken to improve the social position of scientists, post-graduates?
-We have been given instructions in connection with it. Preparations are being made. I think there should be state program to provide young scientists with houses, improve their social position. We will prepare such a program and submit to the government. This program will also cover provision of scientists with houses. At present the academy has no opportunity to provide young scientists with houses. Therefore, we consider that if a state program is adopted, it will solve these problems.
-Are there expected any changes in rise in wages?
- Let have it straight, we do not prepare any offers due to it. The president said at his speeches that this year wages of budget funded employees. We wait and hope it. I do not know how many the rise will be. But in any case, rise in wages is expected. Rise in wages of scientific workers is expected especially. But wages of workers working at the academy may be risen.
-There was not held admission to doctorate last year. Will there be separated places for 2009 too?
- Both admission rules and doctoral regulations have already been agreed with appropriate organizations. All disputable issues arrived at solution. Probably, this document will be confirmed in the near future. I do not hope that places for 2009 year will be separated for admission to doctorate. We have taken into account this year. And presumable, it will be so.
-What changes took place after the head of the Presidential Administration Ramiz Mehdiyev’s cavils about the activity of academy?
- Mr. Ramiz Mehdiyev’s article tells about the situation and problems of humanitarian and social sciences in Azerbaijan. This article has been seriously discussed at the academy as well. Some plans of measures have been prepared. Currently, works are being done in this direction. Mehdiyev touched upon several issues, as well as plagiarism. Work on plagiarism has been carried out. We have given serious tasks, some persons engaged in it have been punished. They are especially scientific workers of the Philosophy Institute. Even some of them have been dismissed. Both chairmen of councils and institute directors have been given tasks to take more principal position.
-Then what are the measures for prevention of the shortcomings?
- It is connected with selection of topics in humanitarian and social sciences section, important directions and level rise of investigations. For example, we have prepared some plans of measures for using the idea of Azerbaijanianism. We will try to take into consideration some cavils addressed to us and improve our work.
-The punished were from Philosophy Institute. It seems that plagiarism takes place only at this institute?
- Unfortunately, this case happens mostly at this institute. I can not say that plagiarism does not exist at any other institutes. There are such cases at other institutions, but we will try to prevent them.
-Are there expected any reductions?
- If we apply new attestation rules, it will give us to reduce. Both scientific workers and people serving for other sciences may be axed.
