According to the UNESCO report, Azerbaijan is among the countries reached Education for All (EFA) goals, including universal education, the quality of education, population’s literacy, gender in education. Azerbaijan could increase net enrolment ratio in primary education, but this figure was reduced in such countries like Latvia, Lithuania, Moldova.

The number of children not involved in education has been reduced by 33 million since 1999. UNESCO Director General Irina Bokova said that global financial crisis would have a negative impact on the education of children. There are more that 72 million children deprived of education right in the world today.

Mortality rates are falling worldwide, but the world remains far off track for the Millennium Development Goal of a two-thirds reduction from 1990 levels by 2015. However, as the EFA Global Monitoring Report 2009 noted, Central and Eastern Europe and the Commonwealth of Independent States 2 are on track to meet this goal, although some countries are further behind. On average, 21 of every 1,000children born in CEE and 62 of every 1,000 born in CA will die before reaching age 5. In Azerbaijan, Tajikistan and Turkmenistan, the rate is close to or higher than
80‰, while Turkey has the highest under-5 mortality rate in CEE at 32‰.
