Hadi Rajabli: “Azerbaijan needs to improve instruction for targeted social aid forecast”

Baku. Elbrus Seyfullayev – APA. “The targeted social aids not paid in the last three months of 2009 will be paid thin month and resources will be allocated from the state budget”, Chairman of the Parliament’s Social Policy Committee Hadi Rajabli told APA. He said current instructions for targeted social aid increased the number of people specified as poor layer of society and last year’s forecast didn’t coincide with the following instructions. “Today poverty was significantly reduced in Azerbaijan and therefore it needs to improve the instruction for forecast. I think the improvement of instructions considering the World Bank’s experience will reduce the contingent of targeted social aid”.

The committee chairman said social protection passed into other system. “This is a process of transformation. Previous compensation for children was replaced with the targeted social aid. It aims to secure targets, which demands to set regulations for specifying poor people. There were 17 articles in the regulations, which were improved time by time. This process should be developed”.

Rajabli said in this context, the Ministry of Labor and Social Protection was addressing a serious problem like poor part of population. “This is very hard issue to be face-to-face with people”.
