General Prosecutor’s Office holds board meeting on outcomes of last year
Press service of General Prosecutor’s Office told APA that Prosecutor General Zakir Garalov made a report at the meeting. He noted that the efficiency of prophylactic measures had been increased and a result of it, the number of the crimes related to premeditated murder, attempted murder, bodily harm, raping, sexual abuse, carjacking, hooliganism, crimes against foreign citizens, crimes related to violation of traffic rules and rules for use of vehicles and fatal road accidents reduced compared with the reporting period of 2008.
It was noted that crimes related to taking people hostage had not been recorded at all. 88.2 percent of 21692 crimes was solved. 301 crimes committed in the previous years, as well as 56 grave and especially grave crimes were solved. Compared with 2007 the number of the crimes related to premeditated murder, attempted murder reduced. 5 premeditated murders committed in the previous years were solved. Grave crimes such as murder of Elkhan Aliyev in Gandja in 1994, Zaur Veysov in Gusarchay station in 2004, Arzu Salimova in Sumgayit in 2005, Famila Gasimova in Tovuz region in 2007 and Raguf Rustamov in Narimanov district of Baku were solved.
Preliminary investigation of 14377 criminal cases were completed by the ministries of Internal Affairs, Justice, Taxes and Emergency Situations, Customs Committee, and relevant bodies of the Border Service, indictments of 11590 cases were approved and sent to the courts, terms of only 4 percent of investigations were broken. Despite the strong investigative-operational measures in prevention of crimes against persons, 14 deliberate murders throughout the country were not cleaned yet, which can be a serious subject of discussion. The interior bodies and prosecutor’s office should coordinate their activities and to strengthen necessary investigative operational measures to clean these crimes.
30 officers of the prosecution were punished for violation of service duties, labor discipline, three people were removed form the offices, two – were removed from the prosecution bodies for serious violation of service duties and irregularities. All bodies and subordinated prosecutors of the General Prosecutor’s Office were demanded to take necessary measures for strengthening of the discipline.
First Deputy General Prosecutor Rustam Usubov, Baku City Prosecutor Aziz Seyidov, relevant structures and subordinated prosecutors were commissioned with serious investigation of the cases gas explosion and carbon monoxide poisoning resulted with casualties and economic damages, to bring every guilty person into justice.
The improving of the military prosecutor’s offices, providing them with professional staffs, necessary measures for establishing of military prosecutor’s office in Zagatala Region were also discussed at the meeting/
