He said that Sabail district court changed the arrest of Elbrus Guliyev, who had been held in penitentiary service’s detention facility #1 in Bayil, to home arrest because of serious health problems. Farhad Aliyev said Elbrus Guliyev had serious nervous system problems, he could not walk.
“It happened after some persons claimed that Elbrus Guliyev owed them,†he said.
Farhad Aliyev said Elbrus Guliyev was being treated at home, he was banned from leaving the country. The lawyer underlined that the investigation had not been over and complained about the delay of the process.
On February 5, 2008, Sabail district court passed a decision to arrest Elbrus Guliyev basing on the complaint of Jahangir Guliyev, former companion of Rasul Guliyev. He faced charged under Article 178.3.2 (swindling) of the Criminal Code.
His sentence had been prolonged three times.
