Hooligans have driven out -of -order cars without numbers and used signals causing public disorder.
Driver-hooligans were held accountable under Article 296.1 (auto-hooliganism) of Code on Administrative Delinquencies of the Republic of Azerbaijan. According to the law, driver-hooligans can be convicted for 15 days of prison or fined.
