5.3 percent of crimes recorded in Azerbaijan last year were against government agencies

21,692 crimes (253 crimes per 100,000 people) were recorded in Azerbaijan in 2008. 35.5 percent of the crimes were committed against personality, 30 percent against public safety and public order, 29.2 percent in economic sphere, 5.3 percent against government agencies. 236 of thee crimes were related to murder or attempted murder, 215 to serious bodily harm, 20 to kidnapping (17 for the purpose of marriage). 373 of the crimes were committed by foreigners, 160 of them by the citizens of CIS states. 16094 of the crimes were solved last year. 2102 of the solved crimes were committed by ex-prisoners, 1844 by a group of persons, 618 by drunken persons, 487 by persons under 18 or with their participation, 2.4 percent by drug addicts or persons under the influence of drugs. 77 percent of 18,312 lawbreakers were held accountable. 82 percent of them were able-bodied persons not working or studying anywhere, 9 percent ex-prisoners, 4 percent drunken persons and 14 percent were women. 11,392 suffered as a result of the crimes committed in 2008, 1342 of them died. 7.2 percent of them were under 18.
