Baku. Ramil Mammadli – APA. Chief of Azerbaijani Committee against Torture Elchin Behbudov visited detention facility #1 of Justice Ministry’s Penitentiary Service. Te committee chief told APA that he had met with Elman Niftaliyev, who had been detained in connection with the five-storeyed building blast in Nakhchivanski Street, 34 of Nizami district, Baku on December 13. According to Behbudov, Niftaliyev said he had undergone torture and insult in police department #24 of Nizami district police office. Elchin Behbudov noted that Niftaliyev did not admit the accusations and said he was not guilty.
Elchin Behbudov said he had sent a letter to Interior Minister in connection with the facts of torture in police department #24 of Nizami district police office, but had not received a reply.
