Alimammad Nuriyev sends proposals on formation of election commissions to international organizations

Chief of Constitutional Research Foundation Alimammad Nuriyev sent proposals he prepared on formation of election commissions to international organizations, Foundation’s chief told the APA.
He said that he presented the project to all the embassies in Azerbaijan, OSCE and Council of Europe Venice Commission. He proposed the formation of election commissions through examination in the project. He considers it necessary.
“Election commissions should be formed not on the will of political parties in order to ensure transparency, objectivity. This method will establish equal condition for everyone, he said.
The members of Central Election Commission are intended to be composed of 11, Constituency Election Commission 5.
Nuriyev underlining that he wants people who scored high points in the examination to be elected to the CEC and Constituncy Election Commissions regards that Azerbaijani Parliament should appoint 11 people who score high points in the exams to the Central Election Commission.
“And Constituency Election Commissions should be composed of 625 members who score high results,” he said.
They propose that State Student Admission Commission (SSAC) should conduct the exams. The project proposes that precinct election commission should be composed of five members. These commissions will also be formed people who pass exams successfully.
Nuriyev proposed that the members of commission should be elected for a ten year-term. /APA/
