Draft law on funding NGOs submitted to Finance Ministry

National NGO forum has submitted a draft law to the Ministry of Finance over the financing of non governmental organizations from state budget, the head of the forum, parliamentarian Azad Quliyev told the APA. The ways of the NGOâ€™s financing from state budget are determined in the project. According to the rules, the finance can be allocated for NGOs only in the shape of grant by competition. The council of experts and Grant Commission are commissioned to determine the sum of the finance. Commission is expected to be established under National NGO Forum and represented by 5 NGOs and 2 representatives from each governmental and international organizations. A.Quliyev underlined that the commission members, especially members from NGOs should be determined by means of election to maintain the transparency of the commission: â€œWe have defined very serious criteria for being chosen to Grant Commission membership.
