Threat Russia’s putting a veto on the document caused it. Russians regard if the draft resolution is adopted in its present form this will give independence to Kosovo.
France’s U.N. ambassador, Jean-Marc de La Sabliere, said the issue would now move outside of the United Nations and document on the future status of Kosovo will be debated in the Contact Group of Balkan advisers - United States, Britain, France, Italy, Germany and Russia. No member in the group has veto power.
Kosovo is being administered by the U.N. since 1999. /APA/
