Ombudsman receives CoE Commissioner for Human Rights

Baku. Gulnar Bashirova – APA. Commissioner for Human Rights (Ombudsman) Elmira Suleymanova has today received Nils Muižnieks, Council of Europe (CoE) Commissioner for Human Rights, who is on a visit to Azerbaijan.

Ombudsman Suleymanova informed the CoE Commissioner about the human rights situation in Azerbaijan, a number of essential works done on the execution of “the National Program for Action to Raise Effectiveness of the Protection of Human Rights and Freedoms in the Republic of Azerbaijan”, and public hearings that are held in the country’s each district, the press service of the Ombudsman’s Office told APA.

Answering the CoE commissioner’s questions about defamation, the ombudsman said she proposed that the legislation should be improved in order to eliminate criminal charges for defamation and that the provision on this issue was included in the National Program for Action.

In response to questions from the commissioner about arrested and accused persons, it was noted that members of the National Preventive Group (NPG) under the Human Rights Commissioner (Ombudsman), including physicians, regularly visit relevant institutions. It was also underlined that the Commissioner and the employees regularly visit these persons, get information about their conditions of detention, health, problems and treatment toward them.

Suleymanova said that 20 percent of our lands - Nagorno-Karabakh region and 7 adjacent regions were occupied, more than one million Azerbaijanis became refugees and IDPs in their own lands, human rights were violated on a massive scale, as a result of the Armenian aggression against Azerbaijan. It was noted that this occupation was confirmed by a number of international organizations, the UN Security Council and General Assembly adopted resolutions, Council of Europe Parliamentary Assembly (PACE) made recommendations and resolutions in this regard, but these documents remain unfulfilled. Suleymanova asked Nils Muižnieks to contribute to a peaceful settlement of the Nagorno-Karabakh conflict.
