Alejandro Balbi said on Friday that Suarez will go to the Court of Arbitration for Sport (CAS) in an effort to reduce his ban for biting Giorgio Chiellini during his side’s Group D victory over Italy on June 24.

The move came after football’s world governing body rejected an initial appeal by Uruguay and Suarez over the severity of his sanction on Thursday.

"We knew the decision of the corporation that is FIFA would not be favorable. We are going to appeal to the CAS. We are going to actually do it in the next few hours,” Balbi said.

The lawyer further described the ban as “draconian, totalitarian and fascist."

On June 26, the FIFA Disciplinary Committee banned Suarez from all football-related activities for four months for biting Chiellini. He was also suspended for nine international matches and fined 100,000 Swiss francs (USD 112,000).

The Liverpool striker initially denied he had deliberately bitten Chiellini, but he issued a public apology on June 30 to the Italian player and the entire football community for the bite and promised that such an incident will never happen again.

In 2010, Suarez faced a seven-game ban after he bit an opponent in a Dutch league game.

In April 2013, the Uruguayan player was also accused of biting Chelsea’s Branislav Ivanovic during a Premier League game, a conduct that prompted a 10-game ban and another apology.
