Baku. Victoria Dementeva – APA. Azerbaijani Prosecutor General's Office has commented on the news that Zakir Garalov has appealed to US Ambassador to Azerbaijan Richard Morningstar.
Spokesman for Prosecutor General's Office Eldar Sultanov officially confirmed to APA that Zakir Garalov had appealed to US Ambassador to Azerbaijan Richard Morningstar over irregularities revealed in the activity of the National Democratic Institute (NDI) Delegation to Azerbaijan.
The US Embassy in Azerbaijan has also confirmed the appeal to APA. Press service of the Embassy said that the letter has been passed on to the National Democratic Institute for its review.
The Embassy also said that the National Democratic Institute and its director work to support Azerbaijan’s civil society engagement and democratic development.

The letter says that media reports about the irregularities in the NDI activity in Azerbaijan have caused outcry. The investigations carried out by the prosecuting authorities found out that NDI office in Azerbaijan violated the laws of Azerbaijan Republic on “Nongovernmental organizations (public organizations and funds)”, “State registration of legal entities”, “Grants”, “Rules on the forms, content and presentation of annual financial reports of the nongovernmental organizations” confirmed under the decision of Azerbaijan’s Cabinet of Ministers on 25.12.2009, by 23.07.2012 NDI’s offices and regional information centers functioned in Baku, Ganja, Tovuz, Shirvan, Yevlakh, Shaki, Khachmaz and Jalilabad without being registered or accredited, allocated grants, failed to present the annual financial reports to the relevant executive authorities. From 02.03.2010 till 13.12.2012 Director of NDI in Azerbaijan Alex Grigorievs withdrew $1.007.990.44 from his account at the International Bank without reporting what the money was spent on.
NDI reportedly distributed the money in cash.
