President Ilham Aliyev’s new decree has introduced amendments to the “Rules for the Adoption of Children Deprived of Parental Care, Including the Adoption of Children Who Are Citizens of the Republic of Azerbaijan by Foreigners and Stateless Persons,” the Ministry of Labor and Social Protection of the Population told APA.

The amendments are aimed at reducing the amount of time children spend in institutional care by accelerating the adoption process and ensuring their integration into a family environment within a shorter period.

Under the decree, the period during which a prospective adoptive parent deemed suitable for a child deprived of parental care meets with the child at the institution will be halved. Instead of at least 40 hours per month over a two-month period, the meetings will be organized for at least 20 hours over a one-month period.

For children under the age of three who have been deprived of parental care, this period may be reduced to up to six hours over a 10-day period based on a social worker’s report.

In addition, under the amendment, the requirement for social workers to observe meetings at the institution for eight hours has also been differentiated. For children under the age of three, observation will take place throughout the entire meeting period, while for children over the age of three, an observation period of no less than 10 hours has been established.
