Construction nearing completion in Jabrayil's Soltanli village, first residents expected to return by year-end - PHOTO

Construction work in Soltanli village, which is being rebuilt under Azerbaijan's Great Return Program in the Jabrayil district, is entering its final stage.

Following Horovlu and Shukurbeyli, Soltanli is the third settlement in the district being prepared for the return of former residents.

Including Cocuq Marjanli, which was reconstructed after the April 2016 clashes, Soltanli is the fourth village in Jabrayil to be restored and readied for resettlement.

The foundation of Soltanli village was laid on November 24, 2023. The project is being implemented under the First State Program on the Great Return to the Territories Liberated from Occupation of the Republic of Azerbaijan. The village's master plan was developed by Hungary's KESZ Group in cooperation with the Baku State Design Institute, commissioned by the State Committee for Urban Planning and Architecture.

Located on the banks of the Araz River and along the Horadiz–Jabrayil–Zangilan–Aghband highway, Soltanli enjoys a strategically advantageous location. The Ahmadbayli–Horadiz–Minjivan–Aghband highway also passes nearby. In addition, the village's proximity to the Araz Valley Economic Zone Industrial Park is expected to create employment opportunities for future residents.

The project combines modern engineering solutions and energy-efficient technologies with Azerbaijan's traditional architectural style and rural settlement features.

Novras Jafarov, Executive Director of the Restoration, Construction and Management Service for the Jabrayil, Gubadli and Zangilan districts, said that a total of 420 individual houses are being built across a 108-hectare area. The housing stock includes 80 two-room, 200 three-room, 110 four-room and 30 five-room single-story homes. Each house will also have auxiliary buildings within its yard.

Structural construction has been completed on 336 of the 420 houses. Roofing has been finished on 73 homes, while internal engineering and utility systems are being installed and interior finishing works are underway. Overall, approximately 50% of the residential construction has been completed.

The village is also being equipped with key public infrastructure, including a 140-seat kindergarten, an administrative building, a medical center, a community club, a multifunctional building, Flag Square, as well as commercial and public catering facilities. Structural works on the kindergarten and multifunctional building have been completed, with roofing and facade works currently in progress. Structural construction of the administrative building is nearing completion, while work on the medical center continues. Overall completion of the social infrastructure stands at nearly 30%.

Around 400 workers are currently employed on the construction site. At the same time, drainage systems and other engineering and utility infrastructure are being installed to ensure the safe discharge of rainwater and floodwater.

Construction is scheduled to be completed by the end of this year, with the phased return of the first residents to Soltanli village planned to begin before year-end.
