Baku hosted 4th Security Forum

The 4th Baku Security Forum (BSF), themed “New Challenges in the Global Security Architecture and the Formation of Effective Cooperation Mechanisms Against Terrorism,” was held on September 22 under the organization of Azerbaijan’s State Security Service (SSS), with the participation of heads and high-ranking representatives of special services from more than 100 countries, as well as international organizations, the State Security Service’s Press Service told APA.

Following the official opening of the event, an address by President of the Republic of Azerbaijan Ilham Aliyev to the forum participants was read out, followed by a video presentation related to the theme of the conference.

Speaking at the meeting, Chief of the State Security Service, Colonel General Ali Naghiyev, expressed his pleasure at once again welcoming to Baku the participants of the forum, which was established at the initiative of President Ilham Aliyev and has expanded its scope year by year. He emphasized that such high-level events provide broad opportunities for professional discussions on current challenges and have become an important platform for dialogue among special services and security agencies.

Colonel General Ali Naghiyev noted that the international security system is undergoing a profound period of transition, that traditional mechanisms are unable to respond swiftly to new threats, and that reliable partnerships are essential.

The SSS chief stated that security is no longer limited solely to protecting borders and noted that ongoing conflicts are affecting regional processes, energy markets, and food security.

As part of the BSF, a side event titled “Strengthening National Counter-Terrorism Capacities Through Operational Partnerships” was also held, jointly organized by the State Security Service and the United Nations Office of Counter-Terrorism (UNOCT).

The discussions addressed effective national and international coordination mechanisms to counter terrorist threats arising from modern technologies, as well as the need to further develop advanced tools such as the Counter-Terrorism Information Exchange System (CTIES), a platform of the BSF.
