Azerbaijan to introduce requirements for paralegals
# 30 October 2026 12:55 (UTC +04:00)

Requirements will be established for paralegals, and a register of paralegals will be maintained, APA reports.

This is reflected in the draft law "On Free Legal Aid" submitted for discussion at today's session of the Milli Majlis.

Paralegals will be individuals with higher education who provide primary legal aid using funds allocated from the state budget, are not members of the Bar Association, have successfully completed initial training for paralegals at an educational and scientific institution of the body (institution) designated by the relevant executive authority and obtained a certificate, and regularly participate in professional development courses organized by the Bar Association. Individuals with higher education wishing to work as paralegals must apply to the Bar Association for this purpose.

The following persons cannot become paralegals:

- Persons declared legally incapacitated or having limited legal capacity by a court;

- Persons against whom a legally binding court decision has been issued on the application of compulsory medical measures;

- Persons with an unexpunged or outstanding criminal conviction.

An individual who meets the requirements will obtain paralegal status after successfully completing initial training for paralegals and receiving the relevant certificate.

Paralegal training will be financed from the state budget.

The Presidium of the Bar Association will maintain a register of persons who have successfully completed training and obtained paralegal status.

Paralegals will operate on the basis of civil law contracts concluded with the law firms where they will work or with lawyers practicing individually.

Paralegals' service fees will be paid from the state budget.

Paralegals must ensure the confidentiality of information obtained while providing primary legal aid and comply with the rules of ethical conduct for paralegals adopted by the General Meeting (Conference) of members of the Bar Association during communication.

The draft law was put to a vote and adopted in the first reading.
