Mahammad Mirzali, Qabil Mammadov, and Elshad Mammadov were summoned to the Investigation Department of the Prosecutor General's Office, APA reports.
The Prosecutor General’s Office informed ITV that the Investigation Department has sent an official summons to the accused individuals Mirzali Mahammad Fazil oglu, Mammadov Qabil Amrah oglu, and Mammadov Elshad Tofiq oglu in accordance with the requirements of Article 467-13.4 of the Criminal Procedure Code.

The accused individuals have been instructed to appear at the administrative building of the Investigation Department of the Prosecutor General’s Office on the following dates, bringing their identification documents: Mirzali Mahammad Fazil oglu, born May 27, 1976, must appear on April 21, 2025, at 11:00 AM, Mammadov Qabil Amrah oglu, born May 15, 1977, must appear on April 17, 2025, at 10:00 AM, Mammadov Elshad Tofiq oglu, born May 27, 1976, must appear on April 15, 2025, at 10:00 AM.
What is Mahammad Mirzali Accused of?
Mahammad Mirzali Charged Under Articles 220.2 and 281.1 of the Criminal Code
A decision was made on June 2, 2018, to charge Mahammad Mirzali as an accused person under Articles 220.2 and 281.1 of the Criminal Code. Gabil Mammadov is accused of repeatedly defrauding 10 individuals by deceiving them in the Republic of Azerbaijan in 2015-2017 by promising to employ them in various state institutions and provide them with pensions and social benefits, seizing their property in the amount of 29,597 manats in cash, causing significant damage to the victims, and committing repeated fraud. By the decision dated 29.10.2019, the accused Gabil Mammadov was arrested for fleeing from the investigation and hiding under Articles 28, 214.2.1, 28, 214.2.3 and 214-2 of the Criminal Code, and was declared wanted by the decision of the same date, and by the decision of the Sabail District Court of Baku city dated 30.10.2019, he was sentenced to 4 months of pre-trial detention.
Based on the evidence collected in the case, on July 17, 2024, a decision was made to re-indict Gabil Mammadova under Articles 178.2.2, 178.2.4, 182.2.1, 182.2.4, 214.2.1, 214.2.2, 214.2.3, 214-1, 214-2, 32.3, 34.2, 233, 32.3, 34.2, 315, 32.3, 34.2, 186.2.1, 32.3, 34.2, 186.2.2, 32.3, 34.2 and 127.2.1 of the Criminal Code of the Republic of Azerbaijan, but since he was outside the borders of the Republic of Azerbaijan, it was not possible to indict him.
What is Elshad Mammadov accused of?
A decision was made on May 5, 2022 to charge Elshad Mammadov as an accused under Articles 12.1, 281.2 of the Criminal Code of the Republic of Azerbaijan. According to the decision, reasonable suspicions have been established that he, as a group of individuals who had previously conspired on Internet information resources from April 2021 to May 2022, disseminated materials of such content on Internet resources, making open calls for the forcible seizure of power in the Republic of Azerbaijan, forcible detention, and forcible change of the constitutional structure of the Republic of Azerbaijan.

Since Elshad Mammadov fled the investigation and went into hiding, a search was declared for him by a decision dated May 5, 2022, and a preventive measure of arrest was selected for him by a decision of the Binagadi District Court of Baku city on the same date.
In accordance with the requirements of Articles 54-2.1.7 and 467-13.3 of the Criminal Procedure Code, the accused persons Mahammad Mirzali, Gabil Mammadov and Elshad Mammadov are warned that if they do not appear when summoned, proceedings may be initiated against them in absentia in accordance with the procedure established by the Criminal Procedure Code, which may result in an absentia verdict or other final court decision being issued against them.
