The decision to dissolve the OSCE Minsk Group is a vital step supporting the Azerbaijan-Armenia peace process, said  Finland’s Foreign Minister and the OSCE Chairperson-in-Office, Elina Valtonen, at the 32nd meeting of the Council of Foreign Ministers, APA reports.

“I witnessed positive progress in the peace process between Azerbaijan and Armenia. In August, we made a decision to dissolve the OSCE Minsk Group and its associated institutions. This was a vital step in supporting the peace process and removing a major obstacle to the adoption of the OSCE budget,” Elina Valtonen noted.

Note that the OSCE has completed the closure of the Minsk Process and its related structures.

On September 1, 2025, the OSCE Ministerial Council adopted a decision on the closure of the OSCE Minsk Process and its associated structures. According to the decision, based on the joint letter addressed to the OSCE Chairperson-in-Office by the foreign ministers of Azerbaijan and Armenia within the framework of the meeting held between the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia with the participation and at the invitation of the President of the United States in Washington on August 8, 2025, the activities of the OSCE Minsk Process, the Personal Representative of the OSCE Chairperson-in-Office on the conflict dealt with by the OSCE Minsk Conference, and the High-Level Planning Group were terminated as of September 1.

The OSCE Secretariat has been instructed to finalize all organizational and technical matters arising from the closure of these structures no later than December 1, 2025. The decision also declares all previous OSCE decisions adopted in connection with the former Armenia–Azerbaijan conflict null and void.
