OSCE to complete closure of Minsk Process and related structures by December 1, 2025

The OSCE is completing the closure of the Minsk Process and related structures, the OSCE said in response to APA's inquiry.

"In accordance with Decision No. 1/25 adopted by the Ministerial Council on 1 September 2025, steps related to the closure of the Minsk Process and related structures are being implemented by the OSCE," the statement said.

It was emphasized that the closure will be completed by 1 December 2025: "After this date, all activities carried out within the framework of the mandate of the Minsk Process and related structures will officially end."

A statement is expected to be issued by the OSCE on 1 December to announce the official completion of the closure.

Note that on 1 September 2025, the OSCE Ministerial Council adopted a decision on the closure of the OSCE Minsk Process and related structures. According to the decision, in accordance with the joint letter of appeal of the Foreign Ministers of Azerbaijan and Armenia addressed to the OSCE Chairman-in-Office within the framework of the meeting of the President of the Republic of Azerbaijan and the Prime Minister of the Republic of Armenia held in Washington on August 8, 2025, at the invitation and participation of the President of the United States, the activities of the OSCE Minsk Process, the Personal Representative of the OSCE Chairman-in-Office on the conflict addressed by the OSCE Minsk Conference, and the High-Level Planning Group were terminated as of September 1.

The OSCE Secretariat was instructed to finalize the organizational and technical issues arising from the closure of the aforementioned structures no later than December 1, 2025. The decision also declared all decisions previously adopted within the OSCE framework regarding the past Armenia-Azerbaijan conflict null and void.
