Mikhail Gusman recalled that on October 31, 2003, during the inauguration of the President of Azerbaijan, Commander-in-Chief Ilham Aliyev, he swore that he would return the occupied lands and would raise the Azerbaijani flag over Garabagh. "Today, the Azerbaijani flag flies proudly in Khankandi in the center of Garabagh. Commander-in-Chief Ilham Aliyev, who received the military parade held today in Khankendi, is a symbol of this victory, the lands freed from occupation, and the sense of dignity that the people of Azerbaijan regained. We all should be congratulated on this occasion. Happy holiday."
