"Our mission has conducted an observation based on independence and impartiality during the election process," Secretary-General of the Shanghai Cooperation Organization (SCO) Zhang Ming said at a briefing on the results of the monitoring of snap presidential elections held in Azerbaijan, APA reports.

The Secretary-General noted that the mission held meetings with CEC leadership, as well as other international and local observers, and several issues were discussed:

"The necessary conditions for conducting an effective monitoring were created for us. This directly means that the election process was held transparently and openly. I can say based on our observations that conditions based on legislation were created for those participating in the election."

Zhang Ming added that they have been to several polling stations located in Baku and Sumgait:

"The selection of the polling station for the election was made by the mission freely. There were also no obstacles to our visits to these and other stations. The members of the election comission have created all the necessary conditions for the inspection, and presented the necessary explanations to us on time."
